This is bent. Perhaps the traffic congestion is so bad that they require bikes to filter through the traffic to do vehicle recoveries BUT imagine trying to stop such a mess in an emergency. They must restrict their speed to a walking pace...
As this is the first time that I have worked with imagery on the new board, perhaps bear with me while I try this "Hail Mary"...
EDIT: I can't believe it worked on the first attempt. I like this place...

Pretty beefy set of disc brakes on that dolly, John. It'd be like having front brakes only, on the car...pretty effective, maybe not at full tilt or in a fresh rain, but still.
What seems even crazier to me....many cars have likely never done 0 to 60 times like what they could, hooked to the back of that big Wing.

OK, where the hell did you find that shot? Looks like it was probably in the UK as I do not recognize the car on the hook.

The photos in the original post look like they're from Japan, judging from the police uniforms...
...although upon another look, the blue plate on the car in the lift (3rd pic) places it somewhere other than Japan...somewhere in Asia though...
The car just in the left margin of this pic has a Japanese (Tokyo) plate on the front bumper.

The car is a mid-sized Mitsubishi somethingorother. The location looks a lot like Hong Kong, but the car is left hand drive I think, sooo... maybe Taiwan?
I recall this as a news item in CC about three years ago. The idea is that the bike can lane split traffic to get to the disabled car at the front of, and blocking the queue, where no tow truck has gone before...
